Instructions on How to Find USAID max Salaries

The U.S. Office of Personnel Management publishes its revised ES-6 level compensation every year. For the new ES-6 maximum, please go to http://www.opm.gov/oca/10tables/pdf/es.pdf for this authoritative reference. In 2007, USAID’s Office of Acquisition and Assistance replaced its reference to the ES-6 designator with its own Contractor Salary Threshold (CST) in Automated Directives System (ADS) 302.3.6.10. At 302.3.6.10a, it states:

“The USAID CST is equivalent to the maximum rate for Federal agencies without a certified SES performance appraisal system, as published by the Office of Personnel Management at http://www.opm.gov/oca/. While the amount of the CST is derived from the SES system, there is no other connection between the USAID contractor salary policy and the Senior Executive Service system.”
