Mechanisms and Prevention of Sexual Transmission of HIV/SIV (R01)
http://grants.nih.gov/grants/guide/rfa-files/RFA-AI-10-001.html
This Funding Opportunity Announcement (FOA) issued by the National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), solicits Research Project Grant (R01) applications to enhance the understanding of early events in mucosal transmission of HIV/SIV leading to the discovery of novel mechanism(s) of virus transmission, host cell-virus interaction and to advance new concepts for HIV prevention strategies/approaches. The emphasis of this FOA is discovery research focused on acquiring novel insights that may lead to the development of new conventional or outside-the-box approaches to vaccines and non-vaccine biomedical prevention strategies for optimizing mucosal protection against HIV/SIV. Investigators new to the HIV field and established HIV investigators are encouraged to apply.
NIAID intends to commit approximately $6.0M in FY2010 to fund 8-12 applications submitted in response to this FOA. Awards issued under this FOA are contingent upon the availability of funds and the submission of a sufficient number of meritorious applications.

Air Force tanker contract explained
Interesting look from Federal News Radio into the big business of government contracting
Report by Jim McAleese
Download mp3
Defense contractors have about 75 days to make their bids on a $35 billion dollar contract for Air Force refueling tankers. The Pentagon's solicitation on Wednesday calls for 179 planes, with the option for more. It's the third salvo in the Defense Department's seven-year effort to replace its Eisenhower-era fleet. So what sets this one apart? They continue their coverage of the Defense Department with defense analyst Jim McAleese, a principal at McAleese & Associates.

CONTACT
Craig Palosky(202) 347-5270cpalosky@kff.org
With Secretary Hillary Clinton scheduled to testify about the State Department’s fiscal year 2011 budget before four Congressional committees this week, the Kaiser Family Foundation’s Global Health Gateway provides key information, data and news on the Global Health Initiative, the Administration’s comprehensive global health strategy originally announced last year. Relevant resources from the Kaiser gateway include:
A policy brief and chartpack that provides a detailed breakdown of the U.S. budget for the global health programs in the Administration’s Global Health Initiative as well as historical spending on relevant global health programs that predate the initiative. In addition, the Foundation is regularly updating its fiscal year 2011 budget tracker to reflect the status of key global health programs as the proposal moves through Congress.
Kaiser’s original policy research on U.S. global health policy issues, including the first comprehensive look at the structure and funding of the U.S. government agencies involved in the nation’s global health response.
Polling examining the American public’s views and knowledge on the U.S. involvement in global health issues and causes.
Summaries of news coverage related to the administration’s Global Health Initiative from the Kaiser Daily Global Health Policy Report.
Archived videos and transcripts of relevant events, including Ezekiel Emanuel of the White House Office of Management and Budget discussing the President’s global health budget proposal and a briefing on the global health outcomes of the G-8 Summit featuring Gayle E. Smith of the National Security Council.
The latest on administration announcements related to the Global Health Initiative from Kaiser’s Global Health Policy Tracker, a single reference point for key legislation, policies and programs, government reports and other resources. Downloadable slides with essential data on U.S. support of global health efforts. Country-specific data about U.S. support for global health issues (such as PEPFAR funding) is available through the Global Health Facts database.

Ambassador Goosby Discusses Budget, Partnership Frameworks, and New Role for AIDS Activists
Science Speaks posted and interview with Eric Goosby.
Thoughts, news and analysis from the staff of the Infectious Diseases Center for Global Health Policy on the latest developments in tuberculosis and HIV/AIDS.
Dr. Eric Goosby, the US global AIDS ambassador, spoke with John Donnelly about a number of issues surrounding PEPFAR and the Obama administration’s new Global Health Initiative, including how the administration hopes to ramp up treatment and prevention efforts with small increases in overall funding and how PEPFAR is constantly responding to emergencies in the field – including the move in December to give the South African government $120 million after the country had an unexpected funding shortfall in nine provinces.

New RFA for Zimbabwe $100,000,000
I suppose by investing in the private sector so much the US has completely lost faith in the Zimbabwe government to implement the health services.

Instructions on How to Find USAID max Salaries
The U.S. Office of Personnel Management publishes its revised ES-6 level compensation every year. For the new ES-6 maximum, please go to http://www.opm.gov/oca/10tables/pdf/es.pdf for this authoritative reference. In 2007, USAID’s Office of Acquisition and Assistance replaced its reference to the ES-6 designator with its own Contractor Salary Threshold (CST) in Automated Directives System (ADS) 302.3.6.10. At 302.3.6.10a, it states:
“The USAID CST is equivalent to the maximum rate for Federal agencies without a certified SES performance appraisal system, as published by the Office of Personnel Management at http://www.opm.gov/oca/. While the amount of the CST is derived from the SES system, there is no other connection between the USAID contractor salary policy and the Senior Executive Service system.”

Supporting the Scale Up of Comprehensive HIV/AIDS Prevention Services
The purpose of this program is to scale up a comprehensive and integrated package of HIV prevention interventions and services in selected districts in the republic of Uganda. Those districts include but are not limited to: Kalangala, Mubende, Mityana, Luwero, Nakaseke, Wakiso, Nakasongola, and Apac and are selected because they have a high HIV prevalence (>8%) and are currently implementing district-wide door to door HIV routine, confidential counseling and testing (HCT) programs through PEPFAR support. Door to door HCT is an excellent approach for accessing confidential HIV counseling and testing services to couples and families. It identifies many discordant couples, improves disclosure of sero-status, reduces stigma and therefore likely has a significant impact on HIV prevention. Post test clubs for HIV + clients and discordant couples have already been formed within the door to door programs in some districts.

"Full and open competition after exclusion of sources" Contracts for Haiti Awarded to Chemonics and DAI
If Chemonics and DAI can mobilize quickly and make a quick impact on the recovery effort than this side stepping of the competition rules is worth it, but we will have to track the efficiency in which these relief efforts get up and running and really make a difference as quickly as anticipated.

This forecast is based upon USAID missions' best guess on planned procurements for the coming year. Usually the timing is not accurate, but for the most part the opporunities listed here are released in some form or another. It is a great tool for lanning purposes. Usually the new one is released around March every year.
